About half the country’s households, or 65 million U.S homes, should be able to get 50 Mbps service-based DOCSIS 3.0 by 2010 or 2011, according to an estimate compiled by DOCSIS Report.
Fifteen million U.S. homes could get 50 Mbps service today, including 10 million households passed by Comcast, with much of the balance represented by Cablevision, which is ready to turn on DOCSIS in a few months, according to DOCSIS Report (article here), which based its projections on information gleaned from current company reports.
After the cable industry hits the 50 percent mark, availability of 50 Mbps download speeds will continue to spread, with at least half of the remainder of the U.S. covered in 2012-2013, largely as a result of Time Warner Cable and Cox Communications deploying the technology.

The cost of the upgrade is fairly modest – somewhere between $50 and $100 – according to multiple sources quoted in the article.
