In concert with its argument yesterday that broadband stimulus money should not be used to create new competition for service providers now operating in the market, the National Cable & Telecommunications Association (NCTA) published a white paper with recommendations on how the cable industry believes the money can be spent effectively.
The NCTA said broadband grant and loan programs should be implemented with the following basic principles:
- Funds should be used to increase broadband adoption and use.
- Awards should be competitively and technologically neutral, so as not to create disincentives to private investment that necessarily will continue to take the lead in broadband depHarmonic, universal broadcast encoder, HD, SD, MPEG-4, MPEG-2, DiviCom Electra 8000, transcoding, transcode, high definition, standard definitionloyment.
- Value-producing projects that can be implemented quickly should receive the highest priority.
- Implementation should be transparent and coordinated with other agencies providing similar aid.
